International profile

Louis is seconded national expert in DG Environment, European Commission, advising on the environmental dimension of regional development, transport and energy infrastructure and environmental impact assessments; he is desk officer for the Netherlands, Belgium, Luxemburg and Malta, and back-up for Germany.

In the past he was senior advisor international strategy and governance (2010, Netherlands Environment Ministry); president of the Transnational Working Group Flood prevention Rhine-Meuse (Interreg 2A, delegations of six countries, EU budget € 140 mln., 1996-1997); delegate of the Netherlands’ Environment Ministry to the trilateral Wadden Sea Treaty Conference.; expert for the Council of Europe in missions to Russia and Romania/Bulgaria 1994/95; coordinating the Working Group Governance of the European network of Environmental and Sustainable Development Advisory Councils (EEAC; 2007-2009); host of the EEAC secretariat and professionalising the organisation (more than 15 EU countries; 2002-2005); responsible for the international peer review of the sustainable development strategy of the Netherlands (2007, with teams from Finland, Germany and South Africa). Workshops on governance for Eastern European civil servants and in most of the Dutch Ministries, as well inside the European Commission.

 

Academic profile

 Louis has a PhD in public administration and a MsC in environmental biology.

He is senior fellow at the Center for Governance and Sustainability of the University of Massachusetts Boston, USA, fellow at VU University Amsterdam, and senior lecturer at Nyenrode Businesss University, both in the Netherlands. In 2010-11 he was (parttime)  project director at the Institute for Advanced Sustainability Studies in Potsdam, Germany, leading the first project of the new Institute.

He gave guest lectures at universities in Belgium, Denmark, Germany, France, Ireland, Netherlands and conference presentations in e.g. Aix-en-Provence, Amsterdam, Berlin, Bordeaux, Brussels, Cardiff, Copenhagen, Dublin, Galway, Ljubljana, New Haven, New York, Nicosia, Malta, Potsdam and Roskilde.
